I bought a used UPS with a tag on it that says "Broken B.E.R"

Anybody know what a B.E.R. might be?

No idea, but by far the most common failure on these units is bad
batteries-if they are bad enough, the unit will appear completely dead, even
when plugged in.

"Broken B.E.R." = Broken beyond estimated repair

What this means depends on the rules of the place evaluating it.

The most common fault with these are bad batteries. If the batteries
are not in good condition, the unit will not even start.
