That all depends upon the numbers that you feed back to us that are on that 14 pin IC chip.'
You provided a good close up but I am still not seeing its top numbers / I.D. .
If the audio playback is just a tune it is probably from a preprogrammed digital RAM mask deep with in the unit and with no access for modification.

HOWEVER if it is a voice recording chip, like you can find being used on premium greeting cards, that's certainly having a possibility for re recording.
They use a small flat piezo speaker which gives some intelligibility, but amazingly it is also used as a microphone during recording.
with an even more amazing audio response.

the ic have 2 codes one is ny3p1158514 and below it is 44702d. The circuit came from a toy motorcycle

My guess is those are in house manufacturers codes and won't be useful for tracking down the origin of that chip.

Yeah ive given up on this junk and decided to build an amplifier instead
