Hmm. I'm not sure how Windows works.
But with systems that are DST-aware,
I'd think that you'd want to change the DST start [and] end times
and not actually monkey with the clock.
This is not a user option in Windoze.
You apply the available patches or you reset by hand.
The only option is a tickbox for Use/Don't use DST.

There is a simple little utility, tzedit.exe, available from
Microsoft, that allows you to change the DST start/end dates:

http://support.microsoft.com/Default.aspx?kbid=914387

Scroll way down to near the bottom of that page (or select from On
This Page) to "Method 2: Change the time zone settings on a single
computer". Specified for XP/2000. Don't know if it works in 98 or
98ME:

http://download.microsoft.com/download/5/8/a/58a208b7-7dc7-4bc7-8357-28e29cdac52f/tzedit.exe
I was under the impression that's how everybody does it.

M$ (with its usual
**screw anyone who hasn't given us $$ lately** attitude)
only mentions its current OSes.

The fact is, though this isn't installed as a default part of Windoze,
the DOS-based versions have the utility on their distribution disks:
