Alarm Protocol SIA and Contact ID.

Hi I will like to know if this alarm protcol SIA and Contact ID are public? so anyone can use it?

I am trying to develop a products and I will like to use those protocols but I dont know if I use those protocol I will get in trouble for propetary reason.

If any can help me with this question. I will apreciate your help.
