ADC oversampling

Hi everyone,

I'm currently investigating the effects of oversampling on a signal and my understanding is that oversampling will effectively reduce quantization noise, thus improving digital resolution.

However, the engineer who has hired me to do this work is adamant that oversampling can improve his SIGNAL SNR when combined with a decimation filter.

The system:

we have a reflected SODAR signal that we are receiving at an SNR of -40dB. We are sending this signal into an FPGA and processing it to obtain doppler information. Evidently, SNR gains are extremely valuable.

My question:

Can oversampling actually increase this SNR above -40dB or does it simply work to reduce ADC quantization noise from being added? If anyone has any relevant sources or information, it would be greatly appreciated! =)
