Unauthorised access to a computer system is illegal in Britland.

Where ever that may be. Near to Sealand in the Thames Estuary I presume?

Do you request and hold written permission from the operator of each web
server, news server, mail server and routing device you pass through or use
on the internet?

law for unauthorised access to be made to it.

God help any strangers who knock on your front door then - unsolicited
callers, etc....

Do you report them to the 'Well-Shite' Constabulary of Britland?

Oh yes, it is, under Brit Law!

In order to scan a port, you must attempt an access
to the IP address of a computer system. Unless you
are duly authorised, then you commit a criminal act.

What's "Brit", is it another pseudonym for Gareth. English law is
applicable here.

Any attempt to connect to a computer system which
has not been authorised is illegal under Brit Law.

Unless the IP and port no have been specifically published
with authorisation for access, then any attempted access is illegal.

just report the ip-address, make a statement, and sit back and let
a judge decide. let the police take it from there.

if it turns out to be harmless..fine!

if not...questions will have to be answered by the 'subject'

Why not post your log extract so we can all see what evil things have
been perpetrated?

I don't suppose that he would know what a log is, let alone how to post an
extract.

Although you are correct it isn't illegal, it IS against 99.9% all ISP
AUP (Accepted user policies) and most ISP's will take action against
such people if you can show that it is a deliberate attempt to breach
your machine :) ie, repeated scans from the same IP over a period of
time :)

Yet, at least one ISP port scans its broadband customers several times each
day. Before I switched to ADSL, my logrotate ran all to frequently.
