Hardware debouncing
Hardware debouncing of this type works poorly. You are forced to make RC time constant so long that it will slow keypad entry. This also generates slow-changing levels that circuit itself can create "bounce". How fast are you planning to hit keys? Software way is best. What I would do is...- bpark1000

Problem: Schmitt Trigger not giving ON/OFF output
An op-amp is not the proper device for comparison. Op-amps are optimized to operate in the linear region, where all transistors are operating in the linear region. 741 really needs +/- 15V to function.
