Replacing paper capacitors
Depending on what you have there, you might have a negative supply for tube bias. The electrolytics in this circuit will be reversed from the norm.- BR-549

Can you get a schematic of the bike? With the original light, were there 2 filaments in the bulb? Or one filament and a resistance was added to dim bulb? In other words....how is the hi-lo beam switch doing what it does? Is it switching between 2 voltages? Or is it adding resistance? Also...- BR-549

Why did the designer put a 350v cap when the max voltage of circuit is 20v?
Pardon me, Ehsan, I wasn't able to respond right away. I assumed the the power supply was working properly and you were curious as to why the high voltage rating on C4. I would set supply for highest voltage and current, Attach scope probe to C4. And then short the output. But they wont let touch a screwdriver any more.- BR-549
