I've seen SOIC to DIP adapters - but I haven't
seen SOIC breadboards - or pre made SOIC PC
    "experimenter" boards.

    Are these things available?

    Thanks!

Check out OnePAS at http://www.onepasinc.com/. Inexpensive and
    well-thought-out. I've used them successfully.

(No relationship other than that of customer.)

I stumbled into what I was looking for.
It's called a surfboard. Web site:
    http://www.capitaladvanced.com/mk9000kt.htm

Alltronics sells them for $1.39 for a simple
    8 pin SOIC.
