I just used this old method again this week. Dried ink in the cartridges of
an HP deskjet, and no ink transfer to the paper.

A $1 garage sale HP 1200C DeskJet turned out to be fully operational after
soaking the jet surface area in an all purpose cleaner, general purpose
    cleaning solution.

A bottle cap with about a teaspoon of cleaner makes a good soaking dish.
Blotting the jet area on a damp paper towel will show when the ink is
    flowing.
