Switched capacitors

One of the commercial rotary phase converters uses "capacitor switching" for
variable load adjustment. Apparently, varying amounts of capacitance are
switched in/out to adjust voltage balance to accommodate load changes.
Switching is said to be done at "zero crossing", and the devices are said to
be CMOS. Can someone comment on what type of devices may be used.
