Yes, the websites are known as libraries, and the webpages there are
known as books. You get a membership card, and then you can download
the books by physically taking them off the shelf, checking them out,
and bringing them home. Chances are pretty good that a local library,
no matter where (at least in North America), would have a copy of the
ARRL Handbook.
You can also buy it, from the ARRL,
http://www.arrl.org or at various
bookstores real or online.
I've found copies, though admittedly not recent, at used book sales.
You can also watch for an upcoming amateur radio club fleamarket,
and likely someone will have a copy or two for sale there. Again,
the ARRL keeps a list of such events in North America at their website.
